German Atomic Forum Against Concentration of Nuclear Supervision

The Federal Ministry for the Environment`s proposal of concentrating nuclear supervision within the Federal Government (Bund) is not constructive. In the view of the German Atomic Forum, such a process will lead to the required expert knowledge being eroded at a Federal Land level and being lost. Dedicated knowledge of the relevant plant and thus local expertise is required both in respect of operating the plants and also for their subsequent decomissioning. Moreover, under constitutional law such considerations would require a change to the German Constitution. We are not assuming that it is possible to win the majorities necessary for this in addition to the consent of the Upper House.
